While investigating a scandal involving a pharmaceutical company, Zen Seizaki, a public prosecutor from the Tokyo District Public Prosecutors Office Special Investigations Team, discovers an unusual document covered in bloodstains with the letter F written all over it. Seizaki pays a visit to one of the witnesses in the investigation, but stumbles across an unbelievable situation.

When Nomaru’s opponents use his secret weapon against him, he is left with no other choice, and Seizaki puts his plan for kidnapping Itsuki into motion. The suicide law had slowly begun to spread throughout the world ever since it was first announced in Shiniki.

Seizaki and Hardy listen to the recording of the telephone call with Flores in a hospice. Meanwhile, Seizaki receives a report saying that Germany and Italy have also adopted the suicide law. In the midst of the confusion, something unbelievable happens right in front of their eyes.
